Classify the activity before reviewing the creative
Identify whether the plan is an organic creator post, a paid advertisement, branded content, an account-level partnership or a later amplification of organic content. Different surfaces can trigger different rules and controls.
Do not assume an organic post can simply become an ad. Recheck the product, market, targeting, certification and creative when the distribution mode changes.

Confirm operator and market eligibility
Record the promoted entity, product, destination, licence or approval basis, eligible market and intended audience. TikTok’s advertising policy may require certification and market-specific conditions for gambling and games.
The campaign team should keep legal review separate from platform review. Passing one does not prove the other, and a creator’s existing content does not authorize a new promotion.

Review the account and audience evidence
Check audience age and geography using dated native evidence where available. Look at the creator’s surrounding content, disclosure practice and history with regulated products.
If the evidence cannot support the target market or age threshold, pause or change the distribution plan. Do not infer eligibility from language, residence or a general gaming category.

Inspect every creative surface
Review the opening, spoken claims, captions, on-screen product, profile link, caption, comments and destination together. A compliant script can still be undermined by a misleading visual or an unapproved link.
| Area | Decision | Evidence |
|---|---|---|
| Activity type | Organic, branded or paid | Campaign configuration |
| Operator | Product and market eligibility | Dated approval record |
| Audience | Age and geography fit | Native export and date |
| Creative | Claims, disclosure and context | Approved final file |
| Destination | Current permitted landing path | Dated capture and URL |
Make disclosure clear in context
The audience should understand the commercial relationship without decoding vague language. Provide the approved disclosure in the brief and verify it in the released content and platform configuration.
Disclosure does not repair an otherwise prohibited product, claim or destination. Treat it as one part of the release decision.
Name the live-monitoring owner
Assign someone to check the published post, links, comments and any paid configuration. Define a response for stale offers, policy changes, added creator copy and changed operator eligibility.
Retain the live URL, capture time, approved version and any correction. A reproducible record is more useful than a chat message saying the post looked fine.
Recheck the official pages at launch
Policy summaries age quickly. Use the official advertising and community-guideline pages, save the review date and obtain qualified market advice where needed.
A checklist does not create permission. It makes the evidence and unresolved questions visible to the people who must decide whether the campaign can proceed.
Worked scenario: an organic concept becomes a paid campaign
A creator publishes a permitted organic discussion that mentions a gambling brand with a clear disclosure. The brand later wants to amplify the post. That change introduces a paid-ad decision involving certification, targeting, market availability, creative and destination requirements. The original organic review does not answer those questions.
The campaign team pauses amplification, checks the current advertising policy, confirms the operator and market, reviews the final caption and landing path, then records the paid configuration separately. If the ad is not eligible, the organic post does not become a loophole for paid distribution.
Minimum release packet
The release packet should contain the activity classification, creator and account, market, audience evidence, operator approval, current policy links, final asset, caption, disclosure, destination, paid configuration if any and monitoring owner. Missing items remain marked unresolved rather than silently inferred.
After launch, add the live URL, time, capture and any platform notice. This evidence helps the team correct a real issue and prevents later campaigns from copying an approval outside its original context.
Sources and further reading
Use these sources with the operating framework above. Platform and jurisdiction requirements should be checked again before a campaign launches.
