Why Dubai crypto marketing is a compliance job first
Dubai wants crypto business and polices crypto marketing closely. Getting the order of steps wrong can cost more than the campaign.
- Marketing needs a licence behind it. VARA's Marketing Regulations took effect on 1 October 2024. Marketing virtual assets in or into the UAE requires a VARA licence, or acting for a licensed firm with its approval, and foreign firms are covered too.
- Every ad carries a risk disclaimer. Ads must say prominently that virtual assets may lose their value in full or in part. Fines reach AED 10m and can double for a repeat breach within a year.
- VARA enforces. On 7 October 2025 VARA fined 19 unlicensed firms between AED 100,000 and 600,000, including for breaches of its Marketing Regulations, and in June 2026 it fined two global exchanges for serving Dubai customers without a licence.
- Creators need their own permits. Anyone posting promotional content in the UAE needs an advertiser permit from the National Media Authority, and the SCA introduced a separate licence for finfluencers giving financial content in June 2025.
Disclosure works the same way in every market we cover. Our creator ad disclosure examples show the formats we adapt for the UAE.
Who you can reach from Dubai, and how
Most firms in Dubai want three audiences: UAE residents, the wider Gulf and global crypto users. Each needs a different setup.
| Audience | Creators | Key requirement | Typical goal |
|---|---|---|---|
| UAE residents | UAE-based English and Arabic creators | VARA licence or approval, permit, disclaimer | Sign-ups to a licensed platform |
| Wider Gulf and MENA | Arabic-language crypto creators | Local rules in each target country | Awareness and community growth |
| Global crypto users | X, YouTube and Telegram KOLs abroad | Rules of each audience's country | Users and volume outside the UAE |
| Event audiences | Hosts and creators at Dubai events | Same rules as UAE residents | Meetings and partnerships |
For campaigns aimed at global crypto users from a Dubai base, we book from the same KOL network described on our crypto KOL marketing agency page.
How we run a Dubai crypto campaign
- Licence and audience check. We confirm your VARA or other UAE licence, what it allows you to market and to whom. Unlicensed firms get advice, not a UAE campaign.
- Creator shortlist. English and Arabic crypto creators checked for real audience location, past sponsors and whether they hold the UAE advertiser permit.
- Disclaimer and claims review. The VARA risk disclaimer, disclosure of the paid relationship and approved claims go into every brief, in each language.
- Your approval, then publishing. Under VARA's rules the licensed firm approves marketing, so every post goes to you for sign-off before it goes live.
- Reporting. Sign-ups, KYC passed and first deposits per creator, from your own data.
Exchanges are the most common Dubai brief we see. Our crypto exchange marketing agency page explains how we tie creators to trading volume.

What you get
- A UAE and MENA creator shortlist English and Arabic creators with audience location and permit status.
- Bilingual briefs Approved claims, the VARA disclaimer and paid disclosure in English and Arabic.
- Approval workflow Every post sent to your compliance team before publishing, with a log.
- Tracking per creator One link or code each, so results stay separate.
- Weekly reports Sign-ups, KYC passed and deposits per creator, split by country.
We split results by country so you can see UAE users apart from the wider region and the rest of the world. That matters because each group sits under different rules.
Firms entering several regulated markets at once can compare our crypto influencer marketing UK approach, built for the FCA regime.
Why 3betmedia
We have run crypto creator campaigns since 2018. Binance brought 4,245 new users and more than $510M in volume, Gate.io averaged $153M in monthly volume against a $100M target, and OKX reached 7,609 testnet participants with creator explainers, podcasts and X Spaces.
Our creator database includes 382 accounts tagged to the MENA region, and we work in English and Arabic. We only run UAE-targeted campaigns for licensed or approved firms, because a campaign that breaks VARA's rules costs the client far more than it earns. We apply the same market-first thinking on our Korean crypto marketing agency page.

Frequently asked questions
Do I need a VARA licence to market crypto in Dubai?
In most cases, yes. VARA's Marketing Regulations require marketing in or into the UAE to come from a licensed firm or someone acting for one with its approval. This is not legal advice, so confirm your position with your lawyers.
What disclaimer do Dubai crypto ads need?
A prominent statement that virtual assets may lose their value in full or in part, plus clear disclosure that a creator post is paid.
Do UAE influencers need a licence to promote crypto?
Anyone posting promotional content in the UAE needs an advertiser permit from the National Media Authority, and financial content can need the SCA finfluencer licence too. We check permits before booking.
Can you work with Arabic-speaking crypto creators?
Yes. We book Arabic and English creators and write briefs and disclaimers in both languages.
Can you promote crypto casinos in the UAE?
No. Gambling in the UAE is legal only through operators licensed by the GCGRA, so we do not run gambling or crypto casino campaigns aimed at the UAE.
