Why sweeps creators need state-level targeting
A streamer's chat does not stop at state lines. Your exclusion list has to travel with every creator you book, and the list grew fast in 2025 and 2026.
- Bans now reach promoters. New York's law covers media affiliates. Louisiana's and Oklahoma's name promoters and media affiliates, and Maine's and Tennessee's cover anyone promoting or supporting the games.
- Age rules differ by brand. Many sweeps brands accept players from 18, while VGW moved Chumba Casino, LuckyLand Slots and Global Poker to 21 in 2025. The audience has to clear your bar, not the market's lowest one.
- Platforms treat sweeps as casino content. YouTube age-restricts videos that promote or depict social and sweepstakes casinos. Twitch bars links and codes to sites with slots, roulette or dice, and bans streams of free social versions of prohibited sites.
- The free route has to stay visible. Sweeps Coins are available without purchase, so scripts say no purchase is necessary and never suggest that Gold Coins buy prizes.
Live deal terms follow our casino streamer marketing model, adapted for coin packages, redemptions and state exclusions.
Sweepstakes casino state status: what each category means for creators
This is the state picture as of October 2026, from enacted laws and regulator actions reported by legal and industry trackers. It changes often, so we recheck it before every booking.
| Status | States | What it means for creator campaigns |
|---|---|---|
| Banned by a 2025 law | California, Connecticut, Montana, New Jersey, New York | Exclude from targeting; New York's law also covers media affiliates |
| Banned by a 2026 law now in force | Indiana, Louisiana, Maine, Tennessee | Exclude; Louisiana, Maine and Tennessee also cover promoting the games |
| Ban passed, not yet in force | Oklahoma, from 1 November 2026 | Set the cut-off in contracts now; the law names promoters and media affiliates |
| Closed under general gambling law | Washington, Idaho, Nevada (tougher penalties passed in 2025) | Exclude, in line with brands' own state lists |
| Enforcement without a sweepstakes ban | Arizona, Illinois, Iowa, Kentucky, Maryland, Minnesota, Mississippi, Pennsylvania | Follow your brand's list; letters, lawsuits and new regulator powers can change status quickly |
This table is an operating map, not legal advice: your counsel signs off the state list and we run the campaign inside it. The checks we add on every brief are in our gambling influencer compliance guide.
Our sweepstakes creator campaign process
- Open-state list. We start from your excluded states, age rule and redemption terms, then update the list against new laws before each campaign.
- Audience geography. Each creator shares audience location and age data. Channels with heavy viewing from excluded states are dropped, whatever their size.
- Creator base check. Because several laws reach promoters, we confirm where each creator is based and keep creators in banned states off the roster.
- Script and overlay. Your approved coin and redemption wording, with no purchase necessary, void where prohibited, the age rule and responsible play lines on screen.
- State-level tracking. Tracked links run through your geolocation, and results are reported by state, so any traffic from excluded states shows up and gets cut at the source.
For short-form ads beside the streams, our guide to UGC for social casino apps covers gameplay capture and creator briefs.

Oklahoma's ban starts on 1 November 2026. Contracts carry a clause for changes like this, so links, overlays and descriptions aimed at a newly closed state come down on a set date. Our creator campaign takedown plan sets out who does what.
Results come from your back office, split by state. A creator who sends sign-ups you have to block has a targeting problem, fixed before any rebooking.

Frequently asked questions
What does a sweepstakes casino marketing agency do?
At 3betmedia it means creators only. We build your open-state list into the brief, cast streamers and creators whose audiences sit in those states, write coin and redemption wording for your approval, monitor every stream and report sign-ups by creator and state.
How much does a sweepstakes creator campaign cost?
Campaigns start at $2,000, and the first gets 10% off. Creator fees depend on hours live, real average viewers, on-screen assets and whether the deal is a flat fee, performance or hybrid. We price each plan from your brief and book nothing until you approve it.
Which states ban sweepstakes casinos?
As of October 2026, laws ban them in California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee, and Oklahoma's ban starts on 1 November 2026. Washington, Idaho and Nevada are closed under general gambling law. Several other states use letters, lawsuits or new regulator powers. Status changes often, so we recheck before each booking.
Can sweepstakes casinos be streamed on Kick, Twitch and YouTube?
With limits. YouTube age-restricts social and sweepstakes casino content, and Twitch bars links and codes to slots sites. Kick has no sweepstakes clause, but allows sponsored gambling only from platforms licensed in the relevant jurisdiction, so we check each brand against that rule before booking.
Should sweepstakes creator content target 18+ or 21+?
Whichever your brand requires, and never anyone under 18. Some sweeps brands accept players from 18, while others, including VGW's brands, set 21. We match creator audiences and on-screen age lines to your rule, and creators never aim content at minors or present redemptions as a way to make money.
